This is the headline of an article from CNN which goes on to say,
Pakistan's tribal areas along the border with Afghanistan have become an accepted haven for al Qaeda leaders such as Osama bin Laden and Ayman al-Zawahiri, a senior U.S. intelligence official told CNN on Wednesday.

I would put to you that it is a conscious decision made by someone in the U.S. administration not to go into Pakistan and get them. I wonder why this would be?

After the billions of dollars spent in Afghanistan someone may be trying to get some of the money back through drug operations?
